How did Drizly get around ‘ID check’ type businesses?

This 'idea' of delivering alcohol via phone came to me three or two years ago. No rocket science in it. I learned through a friend it is very popular in China.

To buy alcohol in the US, you always need an ID to pass. If the liquor store did not do this, they will get in a lot of trouble. Isn't this true? How did this company get around it? Do these guys have some politician on their payroll to get around this?
